Audit Chamber: Low computer literacy sabotages reg digitization
MOSCOW, Jan 24 (PRIME) -- Low computer literacy of Russians obstructs fulfillment of regional informatization programs and creates risks of missing the parameters set by President Vladimir Putin in his orders, the Audit Chamber said in a statement on Thursday.
Auditors monitored spending of the money allocated from the federal budget in 2012–2017 to implement regional informatization projects. The chamber saw a risk of missing the president’s order of having at least 70% of citizens by 2018 “using the mechanism of receiving state and municipal services electronically.”
“There is an increase in the number of regions failing to reach this notch from 2015 till 2017 from one to eight regions,” the chamber said.
“One of the reasons of failing to reach the set parameters was insufficient computer literacy of population, which points to the necessity of carrying out relevant measures to train citizens.”
The federal budget gave 3.1 billion rubles in total to co-finance digitization projects in 78 regions in 2012–2017.
